your last sentence is missing a verb or something to specify, hence complete, the subject...
good luck to all those * something missing* this semester
ie. *those* is not specific enough to render your statement complete or as an Imperative Sentence.
eg. good luck to all those studying this semester
eg. good luck to all those getting married this semester
eg. good luck to all those shopping this semester
im still in holiday mood and you know why? because i still have 1 week of holidays! whoo hoo!!
good luck to you, too!!
ps. my final sentence does not need a verb because it is an Imperative Sentence where the implied subject is *you*.
